Your PIN is a number that identifies your particular piece of property and is assigned by your local tax assessment office. It is used to help identify your property for title, deed, tax, and property lien reasons. Each segment in the code sequentially narrows down to the property’s exact location on the county’s tax maps.

Yes, prepayments on next year’s taxes are accepted from December of the current year through May of next year. You may pay up to 80% of the previous year’s tax amount. When tax bills are mailed in July, they will reflect the prepayments that have been processed to date. Payments may be made by check, cash, cashier’s check or money order and be mailed to or paid in person at the County Treasurer’s Office located at 204 W Washington St Ste 4; Newton, IL 62448. Clearly identify the payment by including the property owner’s name and PIN.

Real Estate – Typically, real estate tax bills are mailed by the middle of July with the first installment due the middle of August and the second installment due the middle of September. Exact due dates may vary each year. You will receive ONE bill that contains both the first and second installment payment stubs. Duplicate copies of the tax bills are available online once the bills are mailed. If you do not receive your bill by the beginning of August, please contact the Treasurer’s Office at 618-783-3211 for more information.

Mobile Home – Typically, mobile home tax bills are mailed by the middle of July with the entire tax amount due the middle of September. Exact due dates may vary each year. You will receive ONE bill. Duplicate copies of the tax bills are available online once the bills are mailed. If you do not receive your bill by the beginning of August, please contact the Treasurer’s Office at 618-783-3211 for more information.

If you need to change the mailing address for a tax bill, contact the Supervisor of Assessments Office at 618-783-8042.

If you do not receive a bill, by law it is your responsibility to contact our office at 618-783-3211 to request a duplicate bill. Failure to receive a tax bill, or receiving one late for any reason, will not relieve the taxpayer from paying taxes or late penalties.

We do not charge homeowners for duplicate copies of their tax bills. However, mortgage companies, closing companies and lenders are charged a fee of $5.00 per bill. You may also obtain a copy of your tax bill by visiting jasperil.devnetwedge.com.

If you purchased a property within the last year, please check in your real estate closing documents, with your title company, or with your attorney to see if you owe taxes this year. Depending on the date of the closing and the date the deed was recorded, the tax bill may have been issued to the previous owner. If you find that you do owe taxes, please contact our office at 618-783-3211 for a duplicate bill.

If a mortgage/escrow company is to pay your bill, it is your responsibility to contact the company and provide them with a copy of the bill if still needed. Many mortgage companies now pay electronically and may not require a bill. If you no longer own the property and per the closing statement do not owe this year’s taxes, it is your responsibility to forward the bill to the new owner. You may pay both installments at once without penalty provided that you pay on or before the first installment due date.

Yes, you can. Please make sure that your math is correct. List the parcel numbers of the properties you are paying on your check. Include the correct coupon(s) for each payment you are making.

Partial payments will only be accepted with authorization from the County Treasurer. Understand that any remaining balance(s) still due after due dates will be subject to penalty as any unpaid taxes would normally be.

Here are several convenient methods. All of which are also listed on the back of each tax bill. Payments must be for the exact amount of the bill(s).

  1. Payments may be made in person at the Treasurer’s Office located at 204 W Washington St Ste 4; Newton, IL 62448 either by walking-in or by utilizing our convenient drive-up window on the west side of the building. Office hours are Monday through Friday from 8:00 a.m. to 4:00 p.m.
  2. Payments may be dropped into our 24-hour payment drop box located in our drive-up lane at 204 W Washington St; Newton, IL 62448. Payments at the drop box are considered on time if made on or before midnight on the due date.
  3. You may pay your bill by mail to our office at P.O. Box 107; Newton, IL 62448. Please include the proper installment stub(s) along with your check made payable to the Jasper County Treasurer.  By Illinois State Statute, mailed payments must be postmarked on or before the due date to be processed as a timely payment. Your cancelled check is your receipt. If you prefer that a receipt be mailed to you, you must include a self-addressed stamped envelope along with your payment.
  4. You may also pay your taxes at any bank in Jasper County if made on or before the due date. Banks cannot accept past due payments.
  5. Taxes can be paid online by credit/debit card or eCheck at jasperil.devnetwedge.com after the tax bills are mailed. A convenience fee will be charged by the payment vendor. This fee is not charged by the Treasurer’s Office.
  6. Taxes can also be paid via phone by credit/debit card or eCheck at 833-591-0728 after tax bills are mailed. A convenience fee will be charged by the payment vendor. This fee is not charged by the Treasurer’s Office.

As provided by Illinois State Statute, a 1.5% penalty per month is charged for all delinquent taxes. The penalty amount increases every 30 days. All payments made after the due date must include penalty and can only be paid at or mailed to the County Treasurer’s Office or paid on-line. Once the due date has passed, banks can no longer accept tax payments. Contact the Treasurer’s Office at 618-783-3211 for the total amount past due.

After the second installment payments are posted, delinquent notices will be sent by certified mail. At that time, a $10.00 per parcel fee will be charged for sending a delinquent bill as certified mail and for the publication of names of delinquent taxes in the newspaper. This is in addition to the penalties assessed after the due dates.

We will not accept personal or business checks after the certified delinquent notices have been mailed. After that time, you must pay with cash, cashier’s check, money order, or online payment.

If you are late, you may still pay your taxes and penalties until one business day prior to the day of the annual tax sale. We are required by law to hold a tax sale each year. We are also required by law to notify you two ways before your past due taxes are sold at tax sale. We send a delinquent notice to you by certified mail after the second installment payments have been processed. We also publish the name and amount due of all past due payments in the local newspaper. Taxes that remain unpaid will be sold at the annual tax sale to a tax buyer who pays your taxes for you. It is important to note, the property itself will not be sold, just the taxes. After the tax sale, you will be liable for the tax amount sold at the tax sale, penalties, and interest (the rate of which will be determined the day of the sale). To redeem your taxes after the tax sale, you must pay the County Clerk’s Office who then will repay the tax buyer. You have at least two years to pay the redemption. Please note, the longer you wait to redeem your taxes the more interest and fees will accrue. If you fail to redeem your taxes before the deadline, the tax buyer has the legal right to petition the circuit court for a deed to the property. Tax bills list the governing units which have levied taxes on the property. The biggest portion is for school districts. Illinois law restricts most tax levies to increases no higher than the growth in assessed value and the consumer price index. The tax levies for all governing units are filed with the County Clerk’s Office which then calculates the rates to be applied to each property.

Jasper County property is assessed by township assessors who evaluate property and submit their work to the County Supervisor of Assessment’s Office. Property is assessed at one-third of market value. If assessments do not reflect this share of market price, the Supervisor of Assessments may adjust them up or down by a factor called a township multiplier. The Supervisor of Assessments then mails to owners notices of changes made by the township assessors. Township multipliers are published in the local newspaper. Your tax bill is determined by two factors; the equalized assessed value of your property and the tax rate. The assessed value of your property is determined by the County Supervisor of Assessments’s Office. Questions regarding equalized assessed values or exemptions should be directed to the County Supervisor of Assessments’s Office at 618-783-8042. Tax rates are computed by the County Clerk’s Office based on the amount levied by each local government taxing body. A payment returned for any reason is void. The installment(s) is(are) still due and payable. If the payment is past due, normal penalties will apply.

The Senior Freeze exemption does freeze the assessment, but it does not freeze the tax rates. In many cases, tax rates have increased. The taxing districts can continue to ask for more money and if the rate goes up then your tax bill will go up. But you have to remember that over the years, because of this exemption, you have saved hundreds if not thousands of dollars each year. An entity’s fiscal year is a consecutive 12 month accounting period which allows that entity to better track and budget their revenue and expense cycles. Jasper County’s fiscal year runs from December 1 to November 30 each year.

Any disclosures that the County Treasurer is required to physically post may be found at the Jasper County Annex located at 204 W Washington St; Newton, IL. Additionally, some items that are required to be physically posted are also required to be posted on an existing county website. For example, the Illinois Open Meetings Act requires all IMRF employers to post a listing of all members with total annual compensation over $75,000.00 within six days of budget approval. The Illinois Open Meetings Act also requires all IMRF employers to post a listing of employees with a total compensation package equal to or in excess of $150,000.00 per year at least six days prior to approval. In lieu of posting these listings online, IMRF employers can state directions where the information can be found. In these instances, the listings can be found at the Jasper County Annex located at 204 W Washington St; Newton, IL.
